Development of The City of Maseru Masterplan

The City of Maseru is the capital city of Lesotho, a country neighboring South Africa. It is home to about 300 000 inhabitants, also making it the only city by definition in the country. As it continues to grow, so does the need for investments and developments.

The challenge

The City of Maseru, contracted COWI A/S through the World Bank to deliver a comprehensive Master Plan for the City of Maseru, Lesotho. Rebel’s role in the project was to conduct municipal tax modeling of existing and optional municipal revenue enhancement scenarios that would be required to cover Capital Investment Planning for the Master Plan. This exercise was to form the basis for municipal fiscal regulatory reform and inform the future infrastructure investment of the City to ensure economic growth and development.

The approach

Rebel focussed on the establishment of the overall baseline for municipal revenue and the identification of opportunities for revenue enhancement and initial selection of value creation opportunities related to key areas of the City (Action Area Plans). This led to the preparation of three revenue generating options specific to action area plans (potentially to include: tax-increment financing, public land leasing, 

planning betterment zones, increased or service fees linked to preferential service improvements, private sector financing for special developments). Rebel also provided engagement and workshops on the opportunities and potential models.

Reforming and informing the future infrastructure investment of the City of Maseru.
