Private involvement in the Egyptian waste processing sector was lagging behind
In the opinion of the Egyptian waste processing sector, private involvement was lagging behind from 2001 to 2011. They asked us to strengthen this involvement. The mission was carried out against a backdrop of a growing number of PPP projects in the international waste processing sector, and it could therefore be used as a kind of showcase in the Middle-East. We believe in the power of PPP’s for the efficient execution of public tasks. We also believe that using our national and international PPP experience in a new sector like this one could represent an important added value for the world. So we booked our tickets for Egypt.
Rebel listened to the market
We didn’t tackle this mission sitting at our desk. We did not want to create yet another paper tiger, but really experience the reality on the ground. We literally put our boots on and trampled around in the mud – it was great fun! Our extensive PPP experience really helped a lot, as did our knowledge of the waste processing and recycling sector and our experience in grasping the working of international partnerships and the corresponding cultural differences.
And provided a handhold for a new generation of PPP contracts
In the end, we made recommendations for seeing through the current contracts and provided a good handhold for the new generation of PPP contracts, to the Egyptian authorities and the international financiers alike (among which the World Bank). It is not only a question of making agreements on paper, but first of all how you can create a profitable partnership between public and private parties.
