Research into feasible possibilities for New Western Cross-River Link in Rotterdam
The debate concerning the New Western Cross-River Link (Nieuwe Westelijke Oeververbinding in Dutch, or NWO) is all about ‘to DBFM or not to DBFM’. We help policy-makers reaching a decision with rational facts.
NWO realisation must be affordable
The Minister for I&M asked Rebel to map out the possibilities for a feasible implementation of the Nieuwe Westelijke Oeververbinding (NWO): a link between A15 and A20 to make the port and Rotterdam ‘Diamond’ more accessible. Notwithstanding shrinking public investment resources, the Minister made it clear that the NWO would happen. But it must remain affordable. She asked for possibilities, enabling her to make a preferential decision.
This requires innovative solutions
For us, this is an exciting mission. It is a fairly broad problem, to be solved in a relatively short period. This forces us to develop innovative solutions, like a combination of DBFM and toll – a first in the Netherlands. And of course, it’s in Rotterdam, a place with which we have a special connection.
Rebel researches a/o the combination DBFM and toll road
In the market approach team, we have four Rebels, including the cluster manager. We developed the business case, which is much more detailed, complete and flexible than what the government is used to in this kind of project. As a result, the next decision about the project is easier to make, on the basis of transparent and comprehensive information. We are currently busy with the toll analysis and pondering the question whether DBFM is a smart form of contract. To answer this, we have just handed over a PPC as part of our research.
First transparent information helps with decision-making
The NWO isn’t there yet, but the interim result of our efforts is highly transparent information, which is a good starting point. Indeed, good decisions are based on good information. The link will be built.
