MIRT exploration Rotterdam VooRuit
Up-scaling and maintaining the accessibility and economic development and mobility in the Rotterdam region, also in times of economic turmoil, that was our ambition for Rotterdam South in a nutshell.
MIRT-Exploration Rotterdam VooRuit had to be 'Faster and Better’
V&W, VROM, the Province South-Holland and the Rotterdam City Region and municipality asked us to take care of the decision-making management of the MIRT-Exploration Rotterdam VooRuit. This started in 2008 as an integral inter-administration exploratory project aimed at identifying the measures needed to achieve the ambitions. Rotterdam VooRuit was one of the first exploratory projects to be run according to the Faster & Better principle. Over a short period of time, we had to reach well-founded decisions about the vision and the programme, as well as a package of concrete measures.
With a clear objective and rational decisions
From the start, we therefore formulated a clear, joint mission statement. Then, we carried out a rational classification based on the contents by identifying in advance results for each decision-making milestone. We did not go back on agreed principles and established the decision-making process in advance. Of course, all this was done in consultation, whereby we offered alternatives. This ensured the commitment of and an understanding of their role in clients and managers. In times of great economic adversity, this generated a joint intent to get on with the job and make choices. I.e.: it’s better to bring a single project to its conclusion and implement it completely than to keep juggling all the balls at once. This generated a consensus about the main lines of the investment programme and planning. Since the content was the guiding line, the (management) choices were clear and universally shared and endorsed.
And therefore constitutes an example for other projects
In our opinion, this project shows that the planning of investments in mobility can be a smooth and careful process. We can’t keep debating for years about utility and necessity. And that was certainly demonstrated here!
