Rebel supports the Rotterdam Development Company (Ontwikkelingsbedrijf Rotterdam – OBR) with the procurement process for the regeneration of Hart van Zuid. This is one of the most complex development projects in Rotterdam, in a city district that is not known for being particularly attractive. The purpose of the tender process is the selection of a private party who will take on the responsibility of investing in this area. The ultimate objective is giving a renewed impulse to Rotterdam South and improving the area.

Rebel uses market forces
Rebel provides the project manager and supports OBR, a/o with the business case, a risk assessment, a procurement strategy and the model for a public-private partnership. From experience, we know a lot about how to make best use of market forces and how the market thinks, but also how to best shape cooperation so that all parties do whatever they are best at. We also provide a realistic business case, in which risks are clearly identified so that the municipal authorities don’t have to cope with unpleasant surprises.

For a complex mission
The mission is everything but a piece of cake. The project owes its complexity to the long term of the contract and the many components to be integrated and interlocked as regards the contents of the plan, such as land use, real estate development and infrastructure. Environmental management too requires constant focus, whereby all stakeholders, such as residents, businesses, Ahoy, theatre and RET must be involved.
