Rebel has assisted the IFC and Government of Albania to develop an innovative PPP arrangement to resolve ownership of 4,500 residential properties in cities and towns across the country. Rebel developed two innovative PPP arrangements:
1. an incentivized housing grant system operated through a PPP with commercial banks, and 2. a system of Transferable Development Rights to stimulate a market partnership in larger cities.
