The development of PPP policy in Lesotho

Lesotho’s search for a PPP policy
On behalf of the government of Lesotho, the International Finance Corporation asked Rebel to lend a hand with the development of a national PPP policy. Public authorities in emerging economies often struggle to strike the right balance when it comes to public and private partnerships. They are looking at a growing economy and want to ‘do something’ with PPPs. It’s not easy if you don’t know how and Lesotho did not prove an exception to the rule.
A Rebel policy and implementation strategy
As PPP specialists, we relished the challenge to use our expertise in a new environment. Lesotho had already gained some experience from one specific PPP project which we could use as a framework for concrete policy documents. We also developed an implementation strategy.
Individual qualities serve the greater good
PPP policy is now on its way in Lesotho and we are very happy that our individual qualities have contributed to a greater good. PPP in the context of a country like Lesotho will always be complex but the integration of PPP into the country’s policies makes us feel confident it will become a feature in future projects.
