PPP and project finance training in Ukraine
Training others to develop PPPs and manage project finance is one of the core activities of the Rebel Academy. When the Ukrainian finance ministry asked for our help we were only too happy to oblige.
Improve PPP and finance skills…
The Ukrainian finance ministry approached Rebel via Agentschap.nl. It wanted advice, help and training in setting up PPPs and attracting private finance. The Ukraine is facing huge investment needs which cannot be met by public investment alone.
Governments are looking to the private sector and are increasingly interested in public-private partnerships as a viable way to attract funding. It was a typical Rebel Academy assignment.
…through a broadly-based training programme
What we did for the Ukrainians was to develop a nucleus of PPP expertise and advocacy. The training programme consisted of four multiday case-based seminars and a visit to study PPPs in the Netherlands. We also had discussions with leading Ukrainian PPP policy makers. A follow-up programme is in the pipeline. Developing a PPP market takes time and patience and the Ukraine is no exception. We are happy to have contributed in our own small way to seeing it on its way. Rebel want to make a difference in the world, not through charity but by applying good economic sense. This project is a perfect example.
