When Rebel was in the process of designing a national PPP policy for Lesotho, the International Finance Corporation asked us on the government’s behalf to investigate the feasibility of PPP projects in the country’s energy sector. We were already looking into PPP structures in Lesotho and, as we also have an extensive knowledge of the energy sector, we felt the assignment would provide significant added value.
Lesotho energy sector ties with South Africa
The Lesotho energy sector is a special case, which made our work extra challenging. Private sector involvement is practically a given in the energy sector as a whole. In Lesotho, however, it is dominated by a cooperation agreement on hydroelectricity with the South African government. That gives the promotion of PPP in the sector an added dynamic.
We made an extensive analysis of the Lesotho energy sector, including the project pipeline, legal and regulatory considerations, and finance. On the basis of the acquired data, we were able to formulate a number of strategic recommendations relating to the potential share of private party involvement in the energy sector.
