Over the last decade the South African government has provided more than €3  billion of capital subsidies for the construction of over 2 million low cost houses in the country. RebelGroup Advisory was hired to develop a cost benefit analysis to compare the  costs and benefits to society of continued capital subsidies versus future investment in social housing. The CBA included a distributional analysis and a fiscal model.
